In light of the international and national new telecommunication environment

this paper mainly deals with the 10 items of frequency planning

actively doing frequency planning on the new generation broadband wireless access and mobile communications

the good treatment of the relationship between market driving orientation and technology driving supporting

etc . For which it is discussed in some detail on the new technologies for the efficiently use of spectrum /orbit resources .
