This paper discusses the quality problems of existing copper cable circuit. It is difficult to solve the problems

and they have restrictions on the development of ADSL access. It should be avoided that bad old practices die hard on the development of ADSL. The strategy of the development of subscriber access network should be placed on meeting the future need of the people for wideband access of many medium. Fiber access network is the best to suit the development of current and future among technology schemes which are used to achieve wideband access.
