LAC is used to identity different area. To design LAC is essential with the development of the GSM network. Paging capacity obviously restricts LAC design. Principles of paging and some correlative parameters are given out. The paging capacity is calculated under different models. It is analyzed that paging capacity restricts LAC design. The conclusion puts forward an appropriate method to design LAC depend on traffic model.
