In this paper

the principle for rate control system is discussed on the basis of phase-locked loops control

and the hardware including some key logic circuits is designed by making use of digital signal processor TMS320F2812 and FPGA technique.A controller is designed according to the performance needs

and some simulation results and the block diagram of software are put forward.The whole system is proved stable and reliable and meets the performance requirements.
