摘要

针对政务智能化转型中敏捷治理与行政稳健之间的张力问题，基于复杂适应系统理论，以工信部电信用户申诉受理中心的探索实践为案例，探讨低代码AI平台如何赋能业务主导的原型验证，敏捷性与稳健性如何调适，分散试点如何演进为集成化治理模式。研究发现，平台以关键扰动因子介入行政系统，降低技术门槛，使业务人员成为“平民开发者”，形成业务主导、快速迭代的探索范式。在此基础上，提出“探索-建设”双轮驱动治理模式：以功能分离、创新漏斗与双向反馈实现探索与建设子系统的动态协同。进一步从工具赋能、合法性构建与组织架构三个维度提炼中层解释框架，归纳出整体涌现、动态调适与适应演化三个系统理论命题，并据此提出系统性政策建议。

Abstract

Addressing the tension between agile governance and administrative robustness in the intelligent transformation of government affairs

this study was grounded in complex adaptive systems theory. The exploratory practice of the telecommunications user complaint acceptance center of the Ministry of Industry and Information Technology (MIIT) was used as a case. It was investigated how the platform enabled business-led prototype verification

how agility and robustness were reconciled

and how decentralized pilots evolved into an integrated governance model. It was found that the platform entered the administrative system as a key perturbation factor

lowered technical barriers

transformed business personnel into citizen developers

and fostered a business-led

rapid-iteration exploration paradigm. Based on the above findings

an exploration-construction dual-engine governance model was proposed

in which dynamic synergy between the exploration and construction subsystems was achieved through functional separation

innovation funnel and bidirectional feedback loops. A middle-range explanatory framework is further distilled across three dimensions—tool enablement

legitimacy building

and organizational structure—and three system-theoretic propositions are formulated: holistic emergence

dynamic adaptation

and adaptive evolution. Corresponding policy recommendations are proposed.
