摘要

针对TD-SCDMA集群通信系统业务突发性强的特点

提出了一种基于系统负荷的强制切换策略

即当某基站（Node B）的负荷超过阈值时

由该Node B强制触发切换

综合利用其邻接NodeB的负载信息和集群终端（TT

Trunking Terminal）接收的邻接Node B的信噪比（SNR）来选择需要进行切换的TT及其目标Node B

另外该策略对组呼业务中的说用户给予了特殊考虑。

Abstract

For the stronger sudden character of traffics in TD-SCDMA trunking communication system

we have presented a force handoff policy based on the system load.That is

when the load of a base station （Node B） exceeds its threshold

the Node B starts up force handoff. Using the loads of neighboring Node B and the SNRs collected by Trunking Terminal（TT） to select the handoff TT and its new Node B

the policy gives a special consideration to the saying user of group call service.
