we adopt Design Of Experiments（DOE） for power control parameters adjustment to improve the quality of network and to achieve energy conservation

which resulted in good effect on both fields.It proved that DOE is more suitable for complicated combination parameters adjustment than the traditional method efficiently and accurately

which can be applied in TD/GSM radio network optimization.
