According to the Ministry of Industry and Information Technology’s announcement about developing communication resale business

which points out the next step work focuses on the development of resale service. Traditional operators can take advantages on the variegated marketing method

including sale voice traffi c packages and communication fl ows at wholesale prices to those virtual operators. Then virtual operators sale own goods bundled with communication service

thus expanding the traditional operators market effectively. This paper discussed about the cooperation between tradition operators and virtual operators

and the pattern of traffic development. Furthermore

it proposed optimization suggestion on cooperation and provided feasible networking scheme through comparison.
