In order to innovate the traditional design concept

on the base of improvement of design and construction taking-over process

the wireless network design process is added on planning evaluation test

reconnaissance and survey test and design verification test

original open loop design is upgraded to closed loop design. The new design concept is called design

test and evaluation integration. The theory proposed in the paper is beneficial to improve wireless network design quality

which sets the theoretical basis and technical support for the network optimization.
