Spectrum resource is the base resource in modern communication industry

so how to manage it more scientifically

reasonability and effectively is the key to realize the biggest value. In China

the government assign the spectrum resources through the government’s approval. As the spectrum shortage situation is more and more seriously

the global world propose a new management mode called licensed shared access on spectrum. Using this method

we can improve the service effi ciency of the spectrum resource. Under this condition

this research also propose some concern that what would happen by apply this method in our country.
