摘要

共建共享是加快电信基础设施建设进程、推进"两型"社会建设、支撑国家战略实施的重要举措。在运营商收入增长放缓而资本市场对投资收益率要求日趋苛刻的压力下

催生了铁塔公司来深入推进共建共享;利益主体重构

给共建共享效益评价带来了新的挑战。本文以3家运营商披露的《关于向中国铁塔股份有限公司租赁通信铁塔及相关资产的商务定价》为基础

分别构建了电信运营商和铁塔公司基于铁塔租赁的共建共享效益评价体系

并通过案例仿真

验证了该体系的可行性。

Abstract

Co-construction and sharing is an important measure to accelerate the process of telecom infrastructure construction and to promote the construction of "two-oriented" society and to support the implementation of national strategy. However

the revenue growth of telecom operators is slowing down and the requirements to investment return rate of the capital market is increasingly harsh. Under the pressure from them

the tower company was born to deeply advance the co-construction and sharing. The reconstruction of stakeholders brings new challenges to the benefit evaluation. According to the Business Pricing for Leasing Communications Tower and Related Assets to China Iron Tower Co.

Ltd. that the three operators disclosed

the paper set up a benefit evaluation system of co-construction and sharing based on tower leasing

and verifies the feasibility through the case simulation.
