With the rapid spread of low-cost mobile communication packages

the problem of LTE over-load has become increasingly prominent

and solving over-load cells has become an important task of network operation and maintenance. This paper proposes an LTE over-load cells clustering optimization method

clusters the problem cells into five categories and thirteen sub-categories

and proposes targeted optimization suggestions for various problems to form a system over-load cells solution.
