This paper discusses the some key-technical problem existing the IP telecommunication network. It points out that the IP telecom-network has the ability to integrate all the telecommunication service

to provides same security and QoS service as the traditional telecommunication without making the IP network complexity. The technical problem of IP telecommunication network can be solved and it will be realized soon.
