The carrier-class video surveillance system is a video surveillance platform used to meet all requirements of carriers. From the aspects of its forming

this paper introduces all issues and problems in constructing the carrier-class video surveillance system platform

and discusses how to ensure its fluent network flow so as to provide carriers a comprehensive reference of constructing a surveillance platform.
