全业务运营是运营商今后的重要战略举措。本文详细分析了实现全业务运营的三个关键因素即宽带、IP和融合。同时结合国外几个大运营商的实践以及我国运营商的特点

指出了运营商应该有计划有步骤地逐步实现全业务运营的转型。

All services operation is the important strategy for the telecommunication operators.This paper rst analyses three key factors

including broadband

IP and convergence

for the all services operation.And then

the paper also points out that the transformation from original operation to all services operation should be implemented gradually.
