Based on Paris Metro Pricing scheme

a network model

which separated the network into different and independent subnetworks

is put forward. Each subnetwork is represent by a single bottleneck queue

andthe data packets choose their subnetwork taking into account on the price and expected delay. Weanalysis the characteristics of the model solution and ISP’ maximal profit under the constrained condition. Numerical results of computer simulation proved the efficiency and validity of this model.
