摘要

作为5.12地震的经历着

作者充分体会到在灾害发生的情况下最有效地使用电信资源的重要性。作者提议:第一

提倡发生灾害后全社会要适度使用通信资源。作者为此还提议灾后服务的呼叫中心。第二

通信业要做好更完善的灾害预案

将防震减灾的要求加入通信资源的规划

作者为此提议开发一种应急光-微波设备。第三

作者提议预留通信资源建立作为防震减灾专用的、与公众通信分离的系统。

Abstract

Experiencing an earthquake 12 May 2008

the author fully understand that in case of disaster

the most effective use of telecommunications resources in importance.Author put forward three proposals:First

by promoting:in the case of disaster we must save the use of communication resources.A kind of call center is proposed for this post-disaster services.Second

the communication industry to do a more comprehensive disaster plans

earthquake disaster mitigation will be asked to join the planning of communication resources

the authors theretore proposed that the development of a contingency fiber - microwave equipment.Third

the authors proposed the establishment of communication resources reserved for earthquake disaster reduction as a dedicated

separate communications with the public system.
