the relationship of the TD-SCDMA network utilization rate and network capacity configuration parameters is presented and investigated.Using the existing network operating data

a capacity allocation algorithm based on the BRU code resource requirements is proposed under the utilization rate and traffic.It aims to avoid too high or too low network capacity configuration parameters

and to offer some reference for the planning and design staff.
