Because of the large-scale application of MSC Pool technology

calls across MSC servers within MSC Pool largely increase

which leads to the raise of call delay and speech codec problems. In this paper

based on depth analysis

we utilize the method invented in our independent patent "A method of directional migration"

to convert the inter- bureaus calls into intra- bureaus calls

so as to solve the natural defects brought by MSC Pool technology.
