Starting with products of traffic management developing

this paper analyzes in detail the demand of various traffic products on network

thus the four key abilities of smart network is derived

the construction object and policy of these four key abilities is given.Meanwhile

the network orientation in traffic management period and three big transformations of operation model is proposed.Finally this paper points out that the smart network is the supporting network of traffic management and service should propose customized request for network.
