摘要

针对电信运营商内部省公司与地市公司两级管理模式下工程建设项目管理中存在的问题

本文运用美国项目管理学会（PMI）的项目管理知识体系工具

并结合通信行业特点

对运营商工程项目管理关键动作进行了标准化研究

规范了省公司、地市公司的项目管理行为

为提高电信运营商项目管理水平进行了有益的探索。

Abstract
