In the past decade

the network traffic has achieved great growth. Although the fiber optic network provides high bandwidth pipe

but the client traffic is still low bit rate. Therefore

it is very important for low data rate client to use the high-capacity channel provided by DWDM layer. From the point of view of network planning

this paper presented a minimum cost heuristic algorithm used to reduce the capital expenditure of multilayer OTNlayer

based on DWDMnetwork architecture. We compared the cost of transparent network planning and opaque network planning.And we conducted experiments and simulations

then draw the conclusion that the proposed multilevel programming can obtain highercapacity communications services through less cost.
