The paper analyses some problems in the PCC（Policy and Charging Control） operation support of one telecom operator. There was too much hand operation during picking up target customer. Some PCC files were processed in delay. Some PCC records were signed unsuccessfully. Data of interacting with different domains and modules were out of control and lack of monitoring mechanism. It optimizes the process of referred modules based on sampling analysis and orthogonal experiment. An automated

systematized and normalized closed-loop data management flow is established. An automated procedure is deployed to generate incremental customer PCC files to ensure successful sign in the next step. PCC files data and implementation statuses are making detailed statistical analysis. Data of interacting with different domains and modules are monitored. It will give alarms when it appears abnormal conditions. The data shows that the optimization modules and flow are much better than the old one in policy signing success ratio
