Under the circumstance of wireless resource congestion in some hot spot regions

this paper studies the differential management strategy of QoS management capacity from eNode B and PCC sides

gives optimized strategy of AMBR speed limit management on wireless side and PCC management based on users or services

which finished the application test in current network. By guaranteeing the experience of specific user and service better than ordinary user and service

the optimized strategy can properly solve the overall user experience problems caused by high traffic and load. Moreover

it can achieve the balance of input and output.
